clojure code to selectively hide blank metrics if ddb and tachyon not present.

Description

As discussed this ticket is to look into the possibility of having 1 or a combination of the following abilities in relation to metric display logic.

1) If no metric data (metric not configured or not receiving data) then for every metric tab in Cerberus (machines, hypervisors) to be able to remove the blank graphs and replace with a custom message e.g. “To enable graphs please install and configure Tachyon and DalmatinerDB”

2) In addition to point 1 above - if a machine has a blank individual metric box to hide that box from display. e.g. KVM machines vs Zones vms.

If this is impossible we could use css classes to set blank graphs to display=none and have a specific class for the info display message.
